A plot to provoke a rebellion in the chief oontios of Bulgaria on the 15th instant, ns a prelude to Russian occupation on the 9th November, has been discovered. Russia is massing her troops at Odessa and Bessarabia. High officers stationed along the Austrain and Roumanian frontier, declare that the occupation o: Bulgaria by Russia is a certainty. The Czar is in a state of nervous excitement. Som, October 9. A circular has been addressed by the Regenov to the forsign Consuls in Bulgaria, threatening the expulsion of foreigners if they continue to meddle in connection with the elections now proceeding for the Grand Sobracjc. The Russian Consul (M. Neklindoff) has returned the circular and suspended relations with the Regents. He awaits orders from General Ksulbors as to the further | pourw to be pursued.
