ANOTHER LONDON SCANDAL A THOUSAND CONVICTS FOR NEW CALEDONIA. London, March 16. The Times states that Mr Gladstone proposes to raise a loan of L 220.000.000 for the purpose of baying up the interests of the Irish landlords. The Right Hon. Joseph Chamberlain, President of the Local Government Board, and the Right Hon O. 0. Trevelyan, Secretary for Scotland, have tendered their resignations. March 2. Louisa Hart, a wealthy procnress, has been charged with having decoyed children for the purpose of prostitution. The details cf the case are reported to be horrible and disgusting. It is rumored that certain noblo debauchees are implicated in the affair. March 17. It is stated that France will send fully 1000 convicts to New Caledonia this year. The Times states that New Zealand will only borrow one million and a half this year. Messrs Chamberlain and Trevelyan have only threatened to resign if Mr Gladstone’s Irish proposals are not modified. The Duchess of Connaught has given birth to a daughter. March 18. It is understood that Mr Chamberlain and Trevelyan have tendered their resignations in coi,sequence of their objection to entrusting to an Irish Parliament the land purchase fund, Mr Gladstone is endeavouring to induce both gentlemen to reconsider their decisions Constantinople, March 16.
