ARBITRATION LIKELY TO BE DROPPED. London, May 12. In the House of Commons last nigflt, the division waa taken on the vote oi censure proposed by Sir Stafford Nortbeote. the leader of the Opposition, with the result that the motion was rejected by a majority of 30 Mr Parnell and the Irish party voling with the minority. The General impression is that the proposed arbitration in connection with the Rusao-Afgtion difficulty will be dropped. It is considered probable that after the delimitation of the frontier line is settled, a convention will be held in Russia. Major-Gei.eral Sir Donald Stewart has been ordered to proceed at once to Herat, it is believed in connection with the projected fortification of that city. The Government inteud to fortify the Indian frontier line, anil the sura of five miliians is to be expended in such work. r u rr Mav 13. t l£ ) tbe House of Common., last night, Mr Gladstone referred to Earl Granville’s statemeat of Monday last, relative to the agreement that had been como to on the Afghan frontier question. Mr Gladstone pointed out that Earl Granville had qualified his statement by announcing that the agreement waa referred to His Imperial Majesty the Czar for his approval.
