CONDITIONS OF SEETICE.
REGULATIONS AND FEES. Regulation and fees for the transmission and delivery of postal packets into, and collection from, rural delivery boxes by authorised carriers were prescribed by Order-in-Council issued on Thursday, and will no doubt prove of interests to 'residents 'in the Waipa and adjacent counties. The Post and Telegraph Department undertakes the delivery and collection of mail matter to and from persons residing in rural districts, reserving the right to refuse to deliver to any box on a mail route where the disposal of correspondence would materially interfere with the time-table for the route. The settler is required to provide and erect a box of standard type, supplied by the Department at cost price, and conspicuously stencilled with the name of the owner. Unless circumstances are exceptional, no.main delivery will be established unless there is an average of four families to be served,for each mile covered; in the case of a route less than ten miles in length, the average number of families to the mile must be not less than six. Subject to specified restrictions, any person to whom exception is taken, and who is willing to pay the appointed fee, may have a box. The fee prescribed is £1 per annum for a three-weekly service, and 10s per annum for a service of less frequency.
