ARTIST WITHOUT HANDS.
A BOY MARVEL. ————— i It was reported at a meeting of the London County Council Education Committee that a boy born without hands has attained such dexterity in art work that he has been awarded a three years' art scholarship. The boy was stated to hold the pencil with which he draws by the use of the stumps of both arms together. The boy is the son of a messenger at the new London County Hall. He use's his wrist stumps to move pen, • pencil, or brush with an ease that amazes those who see him work. His works include a water-colour, "Scene near Guildford," a pen-and-ink copy of "A Spanish Woman," the of a school entrance, and a, sixteenth cenutry suit of Maximilian armour.
