WAIPAWA BOROUGH COUNCIL.

MONTHLY MEETING. Present—His Worship the Mayor (Mr W. I. Limbrick) and Crs. G. H. Hunt, W. J. Wood, H. C. Collett, F. Eagle, E. E. Bott, H. W. James, S. W. Strang, and R. H. Wedde. CORRESPONDENCE. F. Furminger advised that a suitable siren for the tire engine would cost £lO. It would have to be indented. He also quoted for the supply of spare wheels. —Wheels and siren to be purchased. Post and Telegraph Department drew attention to the fact that a contractor had damaged the underground cables and suggested that a suitable warning be given by a rubber stamp on the permits.—Approved. The Department of Internal Affairs advised that any enntemplated expenditure for the celebration of a jubilee should be submitted to the Department.—Reeeived.

Sir George Hunter advised that the Minister of Public Works had promised to place an additional sum on the Estimates for the Post Office. — Received.

L. Prgtley, who was nominated by the Council to represent the Borough Councils and Town Boards on the Advisory Committee to govern the Rmedley estate, advised that he wished to withdraw from the nomination, and suggested that Mr J. H. Absolum, the nominee of the Hastings Borough Council, be recommended. Mr Pratley stated that he had been associated with Mr Absolum so far in connection with the Howard estate, and had every confidence he would make a capable and fair-minded representative.—Mr Absolum’s nomination was approved, and a vote of thanks was accorded to Mr Pratley for his past services.

The Prime Minister aeknowledgcd receipt of the Mayor’s telegram re daylight saving.—Received. Palmerston North Borough Council advised that arrangements had been made for a deputation to wait on the Prime Minister re hospital management. —Received.

The manager of the State Coal Mines ouoted prices for the supply of coal, which he said were cheaper than the Council was at prespnt paying.— The Mayor said it meant a saving of 3s lOd a ton.—lt was decided to give a trial of 20 tons.

The secretary of the Fire Brigade forwarded the roll of members of the Accident Insurance Society, also advising that Mr Dunn had been elected superintendent and Mr McDonald sub-superintendent.—Approved. A. W. Murdoch, organiser for the Continuance party, applied for the use of the two borough hoardings. —Cr. Bott did not think the Council should let its hoardings for use on a controversial question.—Cr. Strang supported Cr. Bott’s objection.—Cr. Hunt said that at a previous meeting of the Council when the question of lotting the hoardings was raised, the general view was that they should not he rented.—The Mayor said he could not see why the Council should not get revenue from the hoardings if it was offering.—Cr. Eagle pointed out that the Council had decided that the picture proprietor was given the prior light to use the hoardings, and he had to stand down for a travelling company for ten days.—Cr. Hunt suggested calling for applications for the

use of the boards.—Cr. James considered that the picture proprietor was entitled to priority in the use of the boards.—On a division a motion to grant the application was lost by five votes to three. F. Holt, County Clerk, advised that the County Engineer would carry out the tar-sealing work of the Council as opportunity offered.—Received. The County Clerk advised that a grant of £ls had been made for the cemetery.—To be thanked.

The County Clerk wrote stating that the Council had agreed to instal a light at the end of the railway bridge. —Received. OVERSEER’S REPORT.

Mr H. Fletcher, borough overseer, reported as under on the work done since last meeting of the Council: — Metal patching and grading have been carried out where necessary. Coal.—Fifty tons of coal has been carted to the gasworks. Six chains of concrete wall have been made in High street and side of road filled in.

The fence opposite Mrs Rathbone’s residence in Church street has been repaired and strengthened. A footpath has been formed and metalled in Church street cutting. Two more groynes have been built on the river-bed for river protection.

The fence at the cemetery has been moved back one chain as authorised.

Laying water and gas connections to Mr H. Edwards’, repairs to leaky taps, with the usual routine, is the work done for the month. Cr. Wood drew attention to the condition of the northern end of Great North road, and the overseer was instructed to attend to same. RECREATION GROUND. On behalf of the Reserves Committee the Mayor presented the following report in reference to the grandstand on Coronation Park:— The committee report having inspected the Recreation Ground and recommend the removal of the grandstand to the western end, and to be converted into dressing-rooms and conveniences, and to consider standing accommodation when being reerected. The hole by the present stand to be filled in when material is available. The idea for the alteration is to have two football grounds so that all matches will be played there. The committee recommend that the alterations stand over til! after the sports season concludes. The overseer has been instructed to remove the dividing fence so as to give the campers more ground. MUNICIPAL BAND. The Mayor, for the Band Committee, reported as under:— Having met Mr J. Cosgrove, bandmaster on 21/8/28 the Band Committee report:—After fully going into the question of why the street and Domain concerts are not being held, the bandmaster reports that, the main cause of not being able to carry out the above as he would like to is on account of not having a leading cornet player who is a resident of the town, hut reports that band practices are quite satisfactory and hopes to have the band on a sound footing in the near future. The committee, although not satisfied with the position, thinks the bandmaster is doing his best, but considers if there is no improvement by the end of the present year the Council should consider calling in the intruments until

an opportune time of making fresh arrangements. There is one cornet missing, No. 101164, and the matter should be notified to the police and information forwarded to headquarters in order that it may be traced. GENERAL. Accounts were passed for payment as under:—General account, £571 ‘2s; gas account, £66 6s sd; waterworks account, £36 13s 9d; total, £674 2s 2d. The Band Committee reported having interviewed the bandmaster, who stated that the need for a leading cornet player had prevented the band from .carrying out its duties properly. He hoped, however, that matters would improve. The committee recommended that the hand be given to the end of the year to show improvement.—The report was adopted. Two tenders were reeeived for installing conveniences in the upstairs rooms of the theatre and that of W. F. Stanley at £27 was accepted.

It was decided to invite tenders for the erection of the proposed conveniences at the cemetery.

Authority was given the Finance Committee to arrange for a bank overdraft of £I2OO.

It was decided to place doors over the louvres in the grid on the stage to modify the effect of the draught.

The Mayor intimated that the chairman of the Main Highways Board would not approve the changeover of Waverlev street to High and Ruataniwha streets as it was not the policy of the Board to take highways through boroughs.

The overseer was instructed to prepare an estimate of cost for next meeting for suggested widening of Rose street.

The overseer was instructed to furnsh a report in reference to the culvert at Mr N. J. McKay’s corner. Cr. Wedde gave notice to move at the next meeting of the Council that the Finance Committee obtain an estimate of the cost of building a brick or concrete strong-room in the office.
