In reply to Mr Morgan,the ohairman said no aommittee could psy a secretary out of tbe oapitation grant, for the purposes of that grant were defined by Government regulation. The Aot provided that a person, other than a member of a sobool aommittee, could be paid to aot as secretary, but his salary must be found by voluntary contributions or from the proceeds of entertainments The capitation grant was given for specific purposes and it was as wall that sahool committees should understand this, for the board would not permit their grants to be used by sohool committoes for other purposes than those defined by the Government regulations.
