TOWN BOARD MEETING. GENERAL BUSINESS . The ordinary ' monthly meeting- of the Leamington Town Board was held , in the Town Hall on Thursday afternoon, when there were present: Messrs W,. Richmond (chairman), W. Harris, T. A. Hicks, E. Mack and the clerk (Mr AY. Stopford). Condition of Roads.' At the instruction of the chairman, the hoard’s foreman (Mr Lynds) attended the meeting- and reported on the condition of the roads throughout the district. Mr Lynds stated that the roads as* a whole were in fair condition, but several, especially Pope Terrace, were showing serious signs of wear, resulting from the increasing motor .traffic. He suggested breaking up Pope Terrace and also advised that Browning- and Wordsworth Streets be gravelled. The method of effecting improvements to'the. roads referred to was discussed and it was suggested that arrangements might be made with the Cambridge Road Board for members of the board to sec the new grader at work. A. certain amount of grading and cutting up would be necessary and if the grader was suitable it was suggested that an endeavour be made to obtain a loan of the grader. No definite action was taken, but it was resolved that members of the board view the new grader at work. Cows Without Collars.Mr Mack asked the foreman if it was a fact that resident's were allowing their cows to graze on the streets without collars attached as required under the provisions of the licenses. It had been stated that drovers were experiencing trouble through cows on the district not having their collars attached. Several licensed cows had been taken to sales by mistake. The foreman replied that he knew of at Igast half-a-dozen residents who were grazing cows without attaching collars to the animals. He had spoken to them, but they took no notice of his instructions. Some complained of the style of the collars issued, stating- that often they were lost. He could not take action against the owners Unless instructed bv the board.

The foreman was instructed to supply the clerk with the names of those people who were grazing cows without collars.

Drainage Improvements. Mr D. Stubbing, the board’s surveyor, was present and presented a plan of levels taken in connection with the proposed deepening of drains from Alack’s pit to Mr Blackman’s, and from the pit to the culvert in Moore Street. It,was resolved that the board members inspect the drains before .further action is taken. Mail Delivery. The Chief Postmaster (Hamilton) advised that the request of residents for a daily delivery of mails to Atilton Road and Carlyle Street had been granted as from the Kith inst. Heavy Traffic Licenses, The town clerk, Hamilton Borough Council, advised that at the suggestion of various local authorities it had been decided to call a further conference-of. the authorities controlling streets and road in the heavy traffic district, with a view to endeavouring to arrive at an agreement concerning the allocation of license fees. The conference will be held at Hamilton on 20th inst.—Clerk to attend. Petrol Tanks. A lengthy circular letter was recei- j veil from the Chief Inspector of Explosives in reference to tank installations for petrol storage. As the installation of tanks was not likely to affect the board, the correspondence was received. Finance. The clerk reported a ,credit in the bank amounting to £B6 6/9. Accounts totalling' £sl 4/ were passed for payment. The Balance Sheet. The clerk presented the « balance sheet, for the year.ending 31st March, which showed that receipts for the year totalled £.1.228 2/4, and expenditure £1.173 8/3, leaving a balance of £B6 (5/9. The statement of assets and liabilities showed assets totalling £.1674 1.9/9 and liabilities nil.

The clerk also submitted a sttnmmry of the year’s working, showing the following increases in revenue as compared with the previous year:—Cattle registrations, £7 .13/; dog registrations, £1 5/; rents, £7; town hall rents, £5 6/. On the expenditure side maintenance on roads and bridges showed a decrease o,f £24 .11/2, while hose feed and upkeep of plant was lower to the extent. of £23 13/. The board’s'hospital levy had increased by £34 5/7, while during the year £l3O had been spent on permanent works. In moving- the adoption of the balance sheet Ihe chairman said it was a matter for general satisfaction that besides the amount spent in permanent works the board’s financial affairs were in such a sound condition.

I Members concurred and -the balance sheet was adopted. 1 General. The clerk was instructed to obtain quotations for the provision of suitable -seats for the board-room. The Leamington Methodist Sunday School officers were granted use of the Town Hall and conveniences for a tea and social evening free of charge. Air Harris reported that the well at Market Square had been deepened to 30ft, and there was 18ft of water in it, which now provided a satisfactory supI ply for cattle grazing on the roads. DOMAIN BOARD. The same members then sat as the Leamington Domain Board. The Leamington Football and Hockey Clubs were granted use of the grounds, for the coming season on similar conditions to last year. Finance. The clerk reported a credit balance of £52 8/7. Accounts amounting to £43 18/3 were passed for payment.
