POINCARE’S SPEECH ENDORSED WARNING TO GERMANY (Received 10 a.m.) (By Cable —Press Association). PARIS, August 22. The Times’ Paris correspondent says M. Poincare’s speech is endorsed by the press, and meetings throughout the country have immensely strengthened his position. Practically the whole country is behind him. The failure of the London Conference has not weakened but actually consolidated his power. Cognisance must be taken of the fact that the speech was intended to go abovo the heads of the British and French and constitute a thundering menacing warning to Germany, since the root of the French policy is based on the idea that nothing can come from Germany that, does not believe that as a last resort France will 1 be prepared to act coercively. A New York iSessagc states that the Bethlehem qmd Lackawanna Steel Corporations have announced a 20 per cent wage increase, similar to that 'of the United States Steel Corporation. OWNERS MAKE CONCESSIONS A SETTLEMENT PROBABLE (By Cable—Press Association). (Received 11 a.m.) WASHINGTON, Aug. 23. It was cabled yesterday that the Pittsburg Coal Operators Association has asked the strikers to return to work under the wage agreement reached at the Cleveland Conference. Owners are receding from their stand for lower wages in the non-union mines of West Virginia, and have increased the wages from 468 cents per day to 71.8.
