“AMENDS” OFFERED FOR VIOLA TION OF INTERNATIONAL LAW.
WASHINGTON, April 18,
Count Bernstorff, the German Ambassador, told Mr. Robt. Lansing (Secretary of State) that Germany under no circumstances would give up the submarine warfare, which was retaliation for the British food blockade. Germany, however, was willing to make amends for auy violations of international law.
