PARLIAMENT

LEGISLATIVE COUNCIL. By Telegraph.—Press Association. Wellington, Thursday. The Council met at 2.30 p,m. A similar resolution to that passed by the House of Representatives was moved regarding the death of Hon. T. Fergus. Hon. H. D. Hell spoke highly of the deceased's ability and good qualities, and was followed by Hons. Duthie, Paul, Moore, Mills and MeGibbnn. the Council then adjourned until 8 o'clock as mark of respect to his memory.

The Council resumed at 8 o'clock when they passed the Gaming Hill.

The Medical Practitioners Bill and Animals Protection Hill were reported from committee without amendment, and the council rose at 10.65 p.m. until Wednesday.

HOUSE OF REPRESENTATIVES

The House met at 2.30 p.m

The draft of a Bill to amend the New Zealand University Act, 1908, was introduced by Governor's Message The Bill was read a first time and referred to the Education Committee.

A Bill to amend the Coal Mines Act, 1908, was introduced by Governor's Message. Tne Bill was read a first time and referred to the Mines Committee.

A Hill to amend the Mining Act, 1908, was dealt with in a similar manner.

A Bill to amend the State Ad vances Act, 1913, was introduced by Governor's Message and read a first time.

In answer to questions Ministers said the cases of the strike prisoners had been inquired into individually, and no grounds had been discovered which would justify the Government in releasing them.

Hon. W. F. Massey moved tlu.t the amendments made by the Legislative Council in the Licensing Amendment Hill be agreed to. This course was adopted with the-excep-tion of sub-clause 11 of clause 6, relating to the alcoholic standard of New Zealand wire, and a committee consisting of Messrs Harris, Isitt and Massey was set up to confer with the Council on the point.

The Minister of Public Works moved the second reading of the Local Railways Hill to enable local districts to construct their own lines. The Opposition opposed the Hill, because it violated the principle of State ownership of the railways. The Minister replied after 2 a.m., and on a division the second reading was carried by 27 to 12.
