LEGISLATIVE COUNCIL. YESTERDAY. Tau Council met at 2.30 p.m. CITY ELECTORATES. The City Single E'ectorate Bill was carried on division by 26 to 5. POLICE OFFENCES BILL. The Police Offences Bill was further considered in cornmif.ee and several amendments made. HOUSE OF REPRESENTATIVES. YESTERDAY. The Houte met at 2.30 p.m. Mr Rutherford was granted leave of absence for one week on account of urgent private businens. ORDER OK BUi-INFSS. On the motion of Mr Seddon it was agreed that the House meet for the remainder of the session at 7.30 p m. on Mondays : that written answers to questions be given on Wednesdays; that the House go into Committee of Supply on Fridays without preliminary debate; that the 6upper arijuurnment be taken at 9.30 instead of 10 p.m. LAND BILLS. The Land Act Ameudment Bill and the Land Bill were introduced by Governor's Message and reid u first time. BANKING BILL, Mr Seddon intimated that the Banking Bill waß ready and would be brought down in due course. MILITARY ARREST. Mr Taylor ».skcd the Minister for Defence if it were true that Captain Fisher, of Christchurch, had been ordered under military arrest for writing to the press re the Patriotic Fund. The Minister advised Mr Taylor to put a question on the Order paper in the usual way. STANDING ORDERS. The House proceeded to the consideration of the Standing Orders. Mr Seddon intimated that he vould not proceed with the closure proposals. (Mr W. J. S'eward moved that the 12 o'clock limit be rescinded as applying to private members' days. Mr Seddon said if this were done, the Government would demand a similar concession. Eventually the 12 o'clock limit was re6cii ded altogether by 34 to 33. The whole of the evening sitting was taken up wiih the consideration of the new Standing Orders.
