CHARGE ON STATES.
ARRIVALS FROM NEW ZEALAND. ACTION IN AUSTRALIA. /(Received Tuesday, 10.25 p.m.) SYDNEY, July 28. Instructions have been received by the immigration authorities in Sydney and Melbourne to examine as to their means all third-class passengers on liners arriving at Sydney from New Zealand. It is understood that this action IS due te a number of recent case* where persons, looking for work, have become a charge upon the States.
