AMERICAN BANKS.
RESUMPTION OF BUSINESS YESTERDAY. TREASURY REGULATIONS ISSUED. PERFORMANCE OF NORMAL FUNCTIONS. (Received Monday, 7.10 p.m.) WASHINGTON, March 12. Regulations governing the reopening on Monday of the Federal land banks, Federal intermediate banks, joint stock banks, Federal home and loan banks, regional agricultural credit organisations and the Reconstruction Finance Corporation, were issued on Sunday night by the Secretary of the Treasury (Mr. W. Woodin). At the same time, Mr. Woodin authorised all Federal Reserve banks, their branches and their agencies to open on Monday for the performance of all normal banking functions, except as prohibited by President Roosevelt’s proclamation.
