JAPAN AND MANOHUKUO. PROVISION FOR RECIPROCITY. KOBE, December 19. The draft of a commercial treaty with Manchukuo, which is expected to be concluded early in February, provides for an improvement in the judicial system, and reaffirms the open-door policy, but stipulates for reciprocal clauses regarding special imports and exports for mutual benefit. It also provides for the extension of Japanese rights of leasehold under the 1915 treaty throughout the whole of Manchukuo. Other provisions include also reciprocal freedom for travel, the residence and business, inland navigation, and exchange of Consuls. COMMITTEE ADJOURNS. BUT DISCUSSIONS CONTINUE.
