WAR DEBT PAYMENTS.

INTIMATION BY AMERICAN TREASURY. POSTPONEMENT APPLICATIONS. (Received Friday, 7 p.m.) WASHINGTON, September 15. The Treasury Department has announced that foreign countries eligible to postpone their December payments on war debts, chiefly Britain, with thirty million dollars principal and Finland and Hungary with very small hums, have until to-morrow for application. Poland, Esthonia and Latvia, with a total of 1,252,000 dollars, have already applied. It is pointed out that the Treasury may in its discretion waive the ninety days notice required and that a postponement could be arranged at any time before December.
