PROPAGANDIST ACTIVITIES IN SAGHALIEN. IMPLICATION OF JAPANESE OFFICIALS. '(Received This Day, 0.42 a.m.) KOBE, August 25. The embargo has been lifted from the publication of facts concerning an attempt to propagate Communist doctrines amongst the Japanese at Saghalien. Details are still lacking, but the most remarkable aspect revealed is that the conspirators consist mainly of Government officials.
