TRUST SCHOLARSHIPS

DECISION TO ESTABLISH TWO. LONG DISCUSSION AT LAST NIGHT’S MEETING MOTION CARRIED ON THE VOICE* | After an animated discussion at the monthly meeting of the Masterton Trust Lands Trust last night, it was decided that the Trust establish two scohlarships each of £5O per annuam with a term of three years. The conditions of the scholarships are to be the subject of a recommendation from the Education Committee. The chairman of the Education Committee. Mr J. L. Hughes, reported on the meeting, held recently, to consider the question of the Trust establishing one or more schokrnships. After a lengthy debate, a motion was carried that that meeting recommend the Education Committee to report to the jfTrtLst advising the establishment of two or more special scholarships. He movtd the adoption of the report. It remained for the Trust to instruct the Education Committee to found the scholarships or not. Mr R. Krahagen seconded the motion pro forma. It seemed to him that they were not ary further ahead. He suggested. that the matter should be referred back to the committee to stipulate any particular scholarship. He ?*ked if the Education Committee < ould agree among themselves on the matter. Mr Hughes: ‘‘lt is questionable. 11 THE POLICY OF GRANTS Mr W. H. Jackson said that if the Trust Lands Trust proceeded to establish two scholarships, *ay, in agricultures, it would have to grant them whether a suitable * candidate came to light or not. He thought that the position would be met if a substantial grant were made to any suitable candidate who offered. M might be possible to do something if the Penrose Farm were established as a training farm for boys. If two scholar ships for research work were set up the would have to find the scholars. He considered that the Trust could not expect anything much more definite from, the Education Committoe. ME. CORADINE SPEAKS OUT Mr J. M. Coradine pointed out that it was the established principle to establish a scholarship fi.st and invite the pupils to compete. Mr Coradine !• eld that the Trust was in a position Xv do more regarding scholarships. He was not there as an advocate of acaidemie education, but the Trust had an 1 i !e>tabliahed endowment for scholarship ‘ ' purposes and it was not carrying on its affairs as it. should unless it es- ] taLlished a scholarship. It had been accumulating money lor years and ( years and the expenditure of the b.-holarship account had been questioned by the general public and by the ■'Xi alter. In his opinion the Trust had xot a leg to stand upon. Unless it established a scholarship or scholarships he did not care to continue as a Trustee fThe Trust had the means and the question was'what it. was going to do. He would Hke to see the question settled definitely. 1 The chairman, Mr G. Selby, said Ec (would very much like to see the matter put to the Trustees. Personally he J (was opposed to it. ; Mr D. Caselberg moved as an amend- k inent that the matter be discussed by « (the Trust at a special meeting, when, , he felt sure, it would come to some h agreement. Mr Selby seconded the i r maadment.. , q SUGGESTED ALTERNATIVES ■ Mr Krahagen opposed that move. He said there were two definite things f rr the Trust to do—either to establish L sehotorship or have the Act amended * !tc do away with the present scholarfehip endowment. He held that they * ■were not carrying out their duties as if they did not spend the scholarship endowment funds for such a purpose. He considered that no v discussion was necessary. - Mr Coradine asked if anything more * could be said if a special meeting were * (Called. He was not prepared to arguer' the point any further with the Trus- J tee*. ‘ *

In th© ccurse of discussion Mr. Krahagen again stressed the point that the. Trust was not complying with th< Act at present. Mr Douglas: * 4 What do you call the matriculation grants?” Mr Krahagen: “They are not realty scholarships.” Mr Douglas: “But they are not objected to.” Mr K.rahag**n added that in addition to the matriculation grants the Trust should have scholarships. Mr Kraha-j gen moved that the Trust establish] two scholarships of £5O each for three y r As, the Education Committee to recommend to the Tru«t the conditions. Mr Krahagjn’s motion was re. ended by Mr T. Wagg. Mr Oaselberg leave to withdraw amendment so that he could support Mr Krahagen’s. That cTHfrw? as agreed to.

v Mr Selby said that he opposed Hib amendment straight out. He was quite sije the way things were going that the matriculation grants would soon eLt up the present scholarship fund. Mr Corad iw* hnM that the matriculation grants had nothing to do with] the scholarships and ruled the chair- • man out of order, which the latter accepted. A QUESTION OF FUNDS

A lengthy diaerwsian followed, the chairman asking from which fund the money for the scholarships would be taken, but other members held that; that did not matter, as it could be I taken out of either the scholarship. or general fund. There wm nothing, it I wi? stated, in the Act to prevent payments for schc firships being taken* from th© general fund.

On Mt Krahagen’s amendment ber'ng the meetinc it was carried on the voices.

After the mctir.i was carried, the chairman raid t-hnr although he was

on the losing side, he would now do his best to help in carrying out the scheme. (Hear, hear). The chairman of the Education Committee, Mr Hughes, asked that as the matter involved a big question his committee he given reasonable time in which to attend to it.
