How future wars will be decided was described in a lecture by General von Seeckt, creator of the new German Army. He said: “The war of the future will begin with a clash of air forces, not against enemy cities or munition centres, but against one another. Only when one side has won a ■'"definite mastery of the air will the struggle on land begin. “The State of the future,” General von Seeckt added, “must have a highly efficient, well equipped and mobile nrofessional army.
