THE LIQUOR BLOCKADE.
AN ILLEGAL SEQUEL. RULING BY FEDERAL COURT. SAN FRANCISCO, April 20. Federal Judge Bourquin has ruled illegal the recent seizure four hund*t(i miles off the coast of California by the United States coastguard vessel Panama o-f the registered vessel “Fulcra! Ship” with a million, dollar liquor cargo; and also the arrest of tho_captain and crew. The Judge expressed the opinion that the seizure of this Canadian-owned vessel was “sheer aggression and trespass like that which contributed to tho war of 1812. It was contrary to the Treaty, aud not to be sanctioned by any Court. It cannot be Hie of any proceedings adverse to the defendants.” The judgment continues: “A decent respect for the opinions of mankind, for np/tional honour, the harmonious relations between nations, and the avoidance of war declares that contracts in law represented by treaties shall be scrupulously observed. It requires that treaties shall not be made mere ‘scraps of paper.’ ” —(A. and N.Z.)
