DEBT AGREEMENTS.
FRANCE TO MEET OBLIGATIONS. IF GERMANY PAYS. (Received Thursday, 5.5 p.m.) PARIS, October 7. It is reported that M. Poincare has decided to ask Parliament to ratify the British and American debt agreements conditionally on the sums received, from Germany under the Dawes plain being sufficient to meet periodic payl ments. If the German payments fail, an intimation will bo given that the French Treasury is not in the position to meet foreign obligations.—(A. and N.Z.)
