BOROUGH BY-LAWS.

A SHOAL OF AMENDMENTS. DELAY THE WORK. In answering a question by Or. Jordan at the Borough Council meeting last evening, Cr. F. W. Temple, chairman of the By-Laws Committee, stated that the delay in getting the bylaws published rested with the Council. Just before he left for England a motion was adopted that the bylaws be consolidated, but when he returned he found that a councilor, not now on the Council, had moved about 60 amendments which were laid aside, and now could not be found. He considered it was casting a reflection on the Committee who had spent weeks and weeks labour in company with two experts. It was not fair treatment, and he was not inclined to go further with them. Cr. Jordan said the Works Committee raised the point as it was nearing April 1 when the Council collected various license fees. If the by-laws were not in operation the Council was losing revenue. It was most unsatisfactory to sec the work continually being put off and nothing done.

The Mayor: If Cr. Temple had not been out of the country the by-laws would have been in operation by now. Will you agree to carry on, Cr. Temple? Cr.-Temple: I will if you accept a motion to rescind those amendments. It was decided as a compromise that a special meeting of the whole Council be held next Tuesday to deal with the whole by-laws.
