LONDON, Dec. 14. —The “People” says that Mr Winston Churchill is urging upon Cabinet that France should pay £50,000,000 off the War Debt per annum, which, with reparations payments, would enable Is 6d to be taken off the income tax. Mr Austen Chamberlain, remembering that Mr Churchill’s plan is based ofi the Balfour Note of 1922, which greatly annoyed France, is fearful that the project may endanger the Entente and the peace of Europe. Mr Baldwin is now faced with the dilemma pf finding a compromise.
