(Received 5.5 p.m.) Geneva, July 19.—Powerful opposition to the treaty of mutual assistance drafted by the League of Nations last year, is forthcoming from a letter from Mr Ramsay MacDonald, who states inter alia: ‘‘The proposals entail an increase, rather than decrease, in British naval and military forces, and tend to the formation of rival groups of powers, thus reverting to the old system of alliances.
