DEPARTMENTAL EXPENDITURE.
Apparently only the .Defence and Railway Departments will come within the scope of the investigations of th-i Defence Expenditure Commission. There are other Departments the operations of which demand some scrutiny at a period when ecomony is in the air. The Public Works Department, for instance. Tho expenditure by this Department liae been reduced to almost nothing, and yet all the official paraphernalia appears to be retained. The cost to the country must be enormous. Other Departments are similarly situated, and officials are simply tumbling over qno another in their efforts to keep the fires of State burning. We New Zealanders are extraordinary people. Wo flatter ourselves that we are Democratic. But [Democracy with us appears to mean one-half of the people are toilers and the other half para-sites. x
