Tlie necessity for a rigid obsorvaneo of this duty lias hecn impressed upon companies by the Prime Minister Tho settlors, for their part, will require to make the best provision possible for the wintering of their stock. They sliould also look ahead, and consider whether ii i-, worth while produeing black-faced la.mbs for next season. The Govornnient should he prepared to make a statement on this aspect of the question.
