PRIME MINISTER'S PROPOSALS.

It, is considered that there is little doubt that Mr. Asquith's proposals ti) vest Ulster with extensive control, witlrtho option of withdrawal at the end or a corain period, will have Mr. John Redmond's concurrence, though there are some Ministerialist fears of the attitude of the Nationalist Convention, if it is vailed upon to sanction changesi. .

Lord Diraveu ? in a letter to the press, says that a fair chance of settlement. i;i only obtainable by referring Mr. AcquiUi's proposals to a conference on the lines, indicated by Lord Loreburn. Coercion, he adds, is impossible, exclusion unthinkable, and a general- election useless as a solution of the problem. Lord Hugh Cecil, in referring to the letter, says the difficulties, in the way of a conference are insi perable. He draws an analogy betAveen Genera/ Botha's action in South Africa and the possible happenings in Ireland, as creating two centies of sovereignty. Nobody would deny that the importations were altogether undefer-sible. "Nobody," he added, "can be blind to tho outrageous scandal caused by the infliction of perpetual exile by retrospective enactment. True sovereignty lies with the South African Parliament and General Botha, and not Avith the British Crown, and such are tho consequences of Home Rule."
