If he be correct that the town is seething with sly-grogg-er-s, or "-droppers," and if those engaged in the traffic are the younger generation, then a state of things has been revealed which is a shocking commentary upon ■ the'-system of local No-license, as it exists at present. It would he well, perhaps, if a commission, of public .men wore set' up to- investigate the matter. The remedies suggested by Mr Horn'-by cannot posse bly prove effective. The question is one of supply and demand. If the police, with all their vigilance, cannot stamp out the. evil, then nobody can. It is for the citizens, after being acquainted with the facts as .they exist, to say if it were not far better to restore the licenses than to allow the rising generation to be degraded and steeped in criminality.
