The debate on the Address-in-OEieply fizzled out yesterday afternoon. The speeches made in the course of'tin© deihate have nob been particularly edifying. They hiave, in .fact, been, unusually limp. This is probably due to the absence of anything debateable in the Speech itself. It wall be a relief to tine country to know tlhat the preliminary' canter is over, and that the House will foe able to settle down to business and deal with lunatics, and and poisons, a,nd noxious seeds, and other trifles' 'which occupy positions on the Order.
