GERMAN INSINUATIONS. WARMLY RESFNTED IN FRANCE. Received December 3, 10.48 p.m. PARIS, December 3. German semi-official newspapers are insinuating that France provoked the fight with tha Benis Hassen tribe in order to extend ;the sphere of action. The insinuations are warmly resented in France. The newspaper Le Temps describes the statements of the German papers as an unwarrantable interference with France's treaty rights to police the frontier in conjunction with the Sultan.
