Details of a manifesto issued by all revolutionary bodies to the peasantry accuses the Government of an intention to employ Austrian and German troops to coerce tha Russians, Hnd predicts that rivers of blood will flow, it urges the con fisoation of all State funds and capital, the seizure of land, and the removal of local authorities pending the election of a coustitu ent Assembly on the basis of universal suffrage. The manifesto adds:—"The peoplo must not spare tho criminal Government. The country must rise as one man and inflict a terrible judgment on the traitors."

Russian revolutionaries wrecked an express train, believing that tho Grand Duke Vladimir was atoard, travelling to St. Petersburg. The stoker was killed, the passengers esoaping. The Grand Duke Vladimir travelled by an earlier train. NINE OFFICERS MURDERED. Reoeived August 2, 1.20 a.m. ST. PETERSBURG, August 1. The garrison at Deshlazar, on learning of the dissolution of the Duma, murdered their oommanaer and eight other officers, and assumed the looal administration. SAPPERS BOMBARD A FORTRESS. FIVE HUNDRED SOLDIERS REPORTED KILLED AND WOUNDED. Received August 2, 1.22 a.m. I ST. PETERSBURG, August 1. sappers at Svaborg mutinied and seized three detached forts. They bombarded the mnin fortress, artillerymen helping them. The reports of the affair are contradictory. \ One aooount states that five hundered soldiers were killed and wounded. The censored reports state that some of the soldiers were killed and wounded, and that the outbreak has been suppressed.
