A New Zealand Navy.
SIR JAMES ALLEN RETUBNS TO THE CHARGE. London, August 9. Tho Express's naval correspondent states that negotiations are in progress between the Admiralty and the New Zealand Government for the formation of a squadron on tho New Zealand station. The writer understands that New Zealand is willing to make a fixed annual payment for up-to-date vessels. The larger issues of Now Zealand's naval policy must await the receipt of Viscount Jcllicoe's report. , A GROUNDLESS REPORT.
