BOROUGH COUNCIL.

SPECIAL MEETING.

A special meeting of the Council was held for the purpose of (1) adopting the whole or a portion of the second schedule of the Noxious Weeds Act, and (2) fixing the day of the week on which the statutory Jhalf-holiday shall be observed. Present : His Worship the Mayor (Mr H. H. Leary), Crs Arbuckle, Askin, Anderson, M'Kinlay, Robertson and Winn. His Worship the Mayor apologised for the absence of Crs Christie and Craig. The first matter dealt with was the question of NOXIOUS WEEDS. The Mayor explained the circumstances under whi'ch^ they had postponed the consideration of this question at the last special meeting. Then they had been in some doubt as to whether they could select from the second schedule only such weeds as they wished to deal with in the borough or whether it was compulsory for them to adopt the whole schedule. Since then he had had an interview with Mr M'Leod, Stock Inspector, who had explained that it was discretionary on the part of a local body as to whether they adopted the whole or a portion of the schedule. He had,' however, advised that they should adopt the whole of the schedule, pointing out that the Department, in its discretion, would take cognizance only of such weeds as they wished to have eradicated. Cr Winn pointed out that the only weeds they wished to have dealt with were broom, gorse, and docks, and it would be safer to adopt the second schedule only in so far as it related to these weeds, and moved accordingly. Cr Arbuckle seconded the motion. Cr .M'Kinlay moved as an amendment that the whole of the schedule be adopted. Cr Anderson seconded the amendment. On being put to the meeting the voting was as follows : — For the amendment : Crs M'Kinlay, Anderson, and Askin. Against : Crs Winn, Arbuckle, and Robertson. The Mayoi gave his casting vote in favor of the amendment, which then became the substantive motion, and on being put to the meeting was declared carried. THE WEEKLY HALF-HOLIDAY. On the motion of Crs M'Kinlay and Askin it was resolved that Wednesday afternoon be observed as the weekly halfholiday.
