N.R.A. Provisions Ruled Out by Court. REBUFF FOR MR ROOSEVELT. (Received May 28. 10.25 a.m.) WASHINGTON, May 27. The provisions of the Recovery Act giving President Roosevelt the right to proclaim code rule over private industry, a power regarded as tr.c heart of the. N.R.A., was held as unconstitutional by the Supreme Court of the United States. The Frazier-Lemke Act, granting a five-year moratorium for paying off farm mortgages and pffectui" of dollars’ indebtedness, was also held to be unconstitutional.
