At a meeting of the Jockey Club held at Newmarket on October 17, Mr G‘ D. Smith, the senior steward, said that he wished to ask the club to (-onfirm the decision which they had arrived at in 1931 on the appointment of assistants to local stewards,

He again reminded the club of the expense that the scheme would entail on meetings throughout the country. Lord Zetland said that be strongly approved of the scheme. and asked if there was any prospect of money {or the purpose being available from the Betting Control Board. Annual Grant. Lord Hamilton of Dalzell said that he was sure that the club's other two representatives on the Racecourse Bet: ting Board would agree with him that. provided the present position in regard to the business brought to the totalisator by outside agencies was maintained. there should be no difficulty in securing an annual grant of the required sum: and that he and‘ his colleagues would bring the matter forward at the first opportunity. Lord Rosehery and Major Courtauld. who are also representatives of the club on the board. concurred. After a further discussion. in whit‘h Sir Leonard Brassey. Lord Derby. Sir \‘Villiam Bass, Lord Lonsdale and Sir Humphrey dc Trafford took part. the following resolution was passed:—

“ That if the money was forthcoming from the Racecourse Betting Control Board, the scheme should be proceeded with at once, but otherwise it should be postponed for further consideration.”

The desirability of appointing paid secretaries to local stewards received the official approval of the members of the Jockey Club in April, 1931. Lord Zetland then moved and Lord Lonsdale seconded a resolution, “ That the stewards be asked to put before the club, at some future date, a clearcut scheme embodying the principle of paid secretaries to the stewards of race meetings.”
