Officials Apportion Blame for Disaster. United Press Assn!—By Electric Telegraph—Copyright. (Received November 8, 12.30 p.m.) WASHINGTON, November 7. The death of 84 passengers and 30 members of the crew of the Morro Castle, which was burned at sea on September 8. was attributed to-day by the United States Steamboat Inspection Service to the rapid spread of the tire, the delay in giving the fire alarm, the ineffectiveness of the fire alarm system, the failure to mark exits properly and the delay of the officers in sending the S.O.S. message.
