FRAUD IN CANADA.
United Press Assn. — By Electric Telegraph—Copyright. (Received November 7,2 p.m.) TORONTO, November 6. The padlocking of all stores convicted of short measure and other dishonest practices for various periods according to the extent of the fraud, is urged by the former Minister of Trade, Mr Stevens, who is continuing his campaign against unfair business methods. Fraud charges have been laid against 117 merchants.
