July 19The wheels of business in the San Francisco metropolitan area moved again to-day, and. under pressure from the Federal, State and City Governments, the general walk-out gave indications of collapsing rapidly. The Strike Strategy Committee of Alameda County, which has a population of 500,000, announced that a vote would be taken in Oakland to-night on the proposal to end the walk-out. The key loute system, including the ferries, will be resumed on Friday, and the street car system was operating With shops reopened, food and gasoline services were nearly normal. The maritime strike, the key issue in the dispute, lemained a problem, which officials admitted was still serious. Officials of several shipping companies wirelessed vessels on the high seas, instructing them to put into San r rancisco again, including the Matson liners. The conservative Labour element has regained control of the situation from the rank and file workers, many of whom had not realised the seriousness of the adventure on which they were embarking - when thev voted for a general walkout. In addition, the strike lost much of its effectiveness when the Strike Committee lifted its embargo on foodstuffs and other necessaries. f At the request of the Department of Labour, General Hugh Johnson, Administrator of the N.R.A., agreed _to act as agent for the Federal Mediation Board. He announced flatly that there would be no arbitration regarding the longshoremen’s strike until ‘ the coercive influence” of the general strike w-as lifted. In its last issue on Tuesday, belore Labour Vigilantes smashed its plant, the "Western Worker,” describing it-self-as the official organ of the Communist Party, called on Communists all over the United States to spread the strike onto everv port. Mr Michael Casey, president of the Teamsters’ Union, whose men were generally credited with having mashed the plant of the “Western Worker” and its offices, congratulated the supporters of Labour on “their great victory for conservatism and sanity.” Following wholesale arrests of Communists. hundreds of others escaped from San Francisco and in bands invaded villages in Fresno Country. Vigilante committees were quickly formed in these communities and warned the agitators to “get out.” Of three hundred and fifty-six alleged Communists who were paraded through the Courts onlv a few could find the 1000 dollars bail which the authorities demanded. Judge Lazarus declined to allow the accused freedom on their own recognisance and indicated that many would be deported. “We are experiencing a time of public peril, and we all know many of these men as undesirable citizens, who are ready to pounce down and make the emergency worse,” he said, "They are the enemies of good government and I am not going to mince matters when dealing with them.”
