DEFIANT GOVERNOR.
Uses Troops to Combat Order of Court. MARTIAL LAW DECLARED. NEW YORK, July IS. A message from Bismarck, North Dakota, states that the Supreme Court ruled yesterday that the Governor, Mr William Langer, was disqualified from holdirig office by his conviction of conspiracy to defraud the United States Government.
A few hours later Mr Langer placed Bismarck city under martial law, giving support to reports that he would use troops to defy the Count’s order.
Mr Langer, a member of the NonPartisan League, was found guilty of defrauding the United States Government by forcing Federal employees to contribute part of their pay to finance political activities, including the publication of a campaign newspaper. Two laws w r ere violated, one against forcing Federal employees to make political contributions, and the other against State interference with an Act of Congress. It was said that Mr Langer had used similar methods with State employees for a long while.
