RUSSIA’S PROPOSAL.
Eastern European Pact Plan. British Official Wireless. (Received July 19, 11.30 a.m.) RUGBY, July IS. The Soviet Ambassador in London, M. Maisky, saw the Permanent Undersecretary for Foreign Affairs, Sir Robert Vansittart, at the Foreign Office in regard to the proposed Eastern European Mutual Guarantee Pact and announced on behalf of his Government that it was prepared to give a two-fold guarantee to Germany and France in the same way as the French Government was prepared to give a guarantee to Germany and Russia.
