Negotiations With Free State Begin. British Official Wireless. (Received April 7, 12.30 a.m.) RUGBY, April 6. The trade negotiations between the Irish Free State and the Government of India opened at London at the office of the Irish Trade Commission Secretary, Mr Dulanty. The possibilities are being examined of developing trade by tariff and preferences. The meetings are a sequel to the conversations during the Ottawa Conference.
