Working of “ Multiplication Bureau.” Per Press Association. AUCKLAND, December S. In a judgment delivered to-day Mr Justice Smith dismissed the appeal of George Kennedy Elliot M’Lean against the Magistrate's decision that a scheme known as The Multiplication Bureau was a lottery. He ordered £lO 10s costs to be paid by the appellant. His Honor said it was plain that all a member had to do was to pay his subscription, enrol four other members and then wait for his cash commissions on indirect enrolments. He Honor said he could not see how any knowledge, experience, are or skill on the part of a member could be regarded as influencing the drawing bv that member o fthe commissions. The scheme wsTs based on indirect enrolments which depended purely on chance so far as the receiving member was concerned. In law that was finding that the distribution of cash commissions depended upon chance and that the scheme was a lottery.
