Council Decides to Pay Rates. More of the Papanui Memorial Hall rates dispute was heard at a meeting of the Waimairi County Council last evening. At a previous meeting the council decided not to :^k. e rates, amounting now to some L3QO, but last everting a motion was carried rescinding this decision. Then another ritotion was carried, empowering the council to pay the rates Acting on notice of motion, Mr C. E Cross moved: “That all previous resolutions passed by the council disclaiming responsibility for payment of rates ° n Papanui Town. Hall be rescinded.” The motion was discussed in committee. It was reported in open meeting that the motion had been carried. Then Mr W. G. Chapman, who has always fought against the payment of the rates by the council, declared that he would resign as the council’s representative on the Hall Committee. The committee, he said, had refused to accept his resignation, but he could not carry on. Mr W. J. Walter moved that Mr Cross should be appointed in place of Mr Chapman, and Mr F. S. Scott seconded the motion. Mr J. O. Newnham: Mr Chapman should not leave the Hall Committee. Mr Chapman: If I go back on. the committee, I will only go on fighting over this rate business. The chairman (Mr J. Liggins) said that Mr Chapman ought not to resign because of a difference of opinion. Mr C. W. Moore agreed that Mr Chapman should not resign. Mr Chapman finally consented to remain on the committee. It was then decided to pay the rates.
