Italy Offers Token Payment to U.S. United Press Assn.—By Electric Telegraph—Copyright. (Received November 29, 2.15 p.m.) NRW YORK, November 28. An interesting development in the war debt situation is the announcement that Italy has offered the United States a token payment of 1.000,000 dollars on the 2,133,000 dollar instalment which is due on December 15.
