100,000 Convicts Digging in Russia. GRAND-SCALE OPERATIONS. United Press Assn.—By Electric Telegraph—Copyright. (Received October 27, 11 a.m.) MOSCOW, October 26. The Soviet’s flair for grand-scale operations has been again revealed in the mustering of 100,000 convicts and political prisoners of both sexes who will excavate an eighty-mile canal, connecting the rivers Volga and Moscva. This will enable the largest ships to anchor almost in sight of the Kremlin. The huge army of workers and the houses and barracks are not heavily guarded. Indeed, the authorities explain that the guards are there chiefly to prevent the pilferage of materials. These unfortunates will be sustained in the long job by the hope of a largescale amnesty, as was the case when the White Sea canal was finished.
