South African Negotiations Broken Off. PARTIES FAIL TO AGREE. United Press Assn.—By Electric Telegraph—Copyright. (Received January 14, 9.35 a.m.) CAPE TOWN, January 13. Negotiations between Mr Tielman Roos and General Smuts’s South African Party were broken off this evening. In the negotiations with the South African Party Mr Roos asked for the following allocation of portfolios:— Nationalists 5 Labour 1 South Africans 5 Total 11 Mr Roos also asked that the torque Minister chosen should be acceptable to all parties. This would mean tnat Mr Roos, or another Nationalist would be Prime Minister. General Smuts telegraphed the negotiators stating that he could not agree and repeated his offer to Mr Roos of the Deputy-Premiership, plus three portfolios. Upon receipt of this message Mr Roos broke off negotiations.

Mr Roos in a statement, said that the fight for a Coalition would be continued.
