Upper House Is To Stay.
FEDERAL HIGH COURT RULING. APPEAL OF NEW SOUTH WALES THROWN OUT. (United Press Assn.—By Electric Telegraph.—Copy ri gh t.) (Received March 16, 1.50 p.m.) MELBOURNE, March 16. The Federal High Court, by a majority decision, disallowed the appeal of the New South Wales Government on the Upper House abolition. Justices Starke, Dixon and Rich held that the State Government was wrong in law, and had no right to seek to abolish the Legislative Council. Justices Duffy and M’Tiernan dissented.
