IS IT LEGAL?
'T'VHE new lay-out of tram lines in the Square will be one of the first matters for consideration by the new Tramway Board, and the members should do nothing that will fix a policy of two-way traffic permanently. It is doubtful whether legal authority exists to erect tramway shelters on the roadway, as has been suggested, and at the most a safety zone would be quite sufficient in the centre of the Square, if that is to remain a stopping place at all. And this matter should not be considered in camera by the two local bodies concerned, for the public are entitled to know all the facts, if only to ensure that another illegality, similar to that of the present tramway shelter, is not contemplated. Prevention is much less expensive than cure, as the ratepayers have cause to realise in connection with recent Supreme Court proceedings.
A MEDICAL WITNESS in the Supreme Court at New Plymouth was quoting from a medical textbook a passage relating to insanity as considered from the medical and legal point of view. “Thus,” he said, reading from the book, “insanity is often wrongly considered by lawyers, publicists and ignorant persons to ” “Pardon me,” said the Chief Justice, “does it say ignorant persons, or other ignorant persons?”
