/'~\NE can sympathise with the manufacturers who find that preferential railway freights for New Zealand manufactures are to disappear under the new scale of charges, but their protest must be regarded as an embarrassment to the Government in its efforts to make the railways pay. We had a similar instance of the kind in the objections that were raised to the discontinuance of branch services, and the protests of the manufacturers are really a greater embarrassment because they are directed against the fundamental business principle that a carrying business cannot have two rates of freights for the same article while it is in open competition with other forms of transport. If further protection of New Zealand industries is required the Railways are certainly not the vehicle through which it should be provided.
