DELEGATES GATHER AGAIN AT THE HAGUE

(United Press Assn.—By Electric ' Telegraph.—Copyright.) THE HAGUE, January 2. The delegates are assembling for the re-opening of the Reparations Conference on January 3, the duration of which is uncertain, but every effort is being made to finish it before the opening of the Naval Conference in London. Mr Philip Sr.c ,len, Chancellor of the Exchequer, and Mr William Graham, President of the Board of Trade, will leave London to-day. Mr Arthur Henderson, Foreign Secretary, is not going. General relief is felt because Herr Schacht will also be an absentee. The object of the conference is to clear up matters not dealt with in August, and also to consider the charter of the International Bank, and the questions of deliveries in kind, and nonGerman reparations. Vienna, for instance, is hoping that the conference will cancel the Austrian reparations debts.
